When I was living in Japan in the early '70s if a car had rust on a
fender, or metal that was pushed out of place it would fail the inspection.
They figured that it would be harder on a person that the car hit if the
body was not in good shape! As I recall they paid more attention to the
body than they did the drive train or tires.
