Jeff, if the starter is spinning but not engaging, the 'bendix' has gone
bad.  it is a set/spring arrangement that engages the starter upon initial
rotation.  Over time the spring can go limp.  They can be swapped between a
'bad' starter (non spinner) and a "good" starter (spinner that doesn't
engage).
Be careful, many starters have long thin bolts that go around the motor and
hold the it to the housing.  You strip one of these, you are toast and have
to buy a new one. (guess how I know?)

I put a 2000 starter on my '66 1600. It is not engaging the flywheel? In
the beginning it engaged about 2 out of ten times. 3 months later, with
low hours of driving time and i cannot get it to engage at all?
