Head retorque-how often?

List,
How often should the head be retorqued on a 1600? Also, from the
archives, it appears that  an inside out pattern, one bolt at a time is
suggested. any other preferences. I assume also that valve adjustment is
necessary afterwards as well. Can a head bolt snap if routine retorquing
is done?
