Fuel pump Spacer?

I have two fuel pumps. One has a thin flange (part that bolts to the engine),
the other has a thick flange (about the same as the thin one WITH the
spacer).

The arms that contact the camshaft seem to be different also.

SO, I'm wondering if I need the spacer with the thick flange fuel pump?

Anyone come accross this?
