clutch release problem

Good morning-
 
My clutch doesn't want to fully release.  When I'm idling in traffic it doesn't 
want to go into first.  When the car is off if I depress the clutch, put it in 
reverse, hit the starter and it moves backwards.  
 
The clutch has a cable adjustment?  Anyone?
