Yes, there is typically a rubber "bumper" up in the top shield that you need
to remove so you can fully collapse the shock. Most of the time there's a
little hole on the top cover so you can poke something through to force the
rubber piece downward and easily remove it.

Once fully collapsed, you can turn the upper shield and feel it engage the
valve in the lower body. Turning it in a clockwise direction will close down
the valve to the point of shutting it down, while the other direction will
open it more effectively softening the ride. Setting these is somewhere
between the extremes and is best done to suit the individual driver and
condition on the track. A good fallback for starting would be to establish
where the midpoint is and start there. There are likely to be many opinions
on this, but on the Spitfire, which is a very light car, I run maybe an
eighth of a turn closed from the mid point. Its comfortable in most
conditions.
