Sounds to me like something else is blocking the motion of the clutch cone.
Perhaps the carrier is hitting the housing?  Or the direct drive springs
getting into coil bind (perhaps the long springs installed in the short
position)?

ISTR the thrust is taken by two big circlips that hold the thrust bearing in
place ... perhaps one of the circlips is out of place or missing?  Nelson
even mentions that problem in his tech article (in the section on assembling
the sliding clutch):
