I think trying to seal this up is a mistake - the
rocker, wheel well and fender all flex while driving.
The best solution, I think, is to hose it out with a
powerful stream of water on a hot sunny day at least
once a year. It's not perfect but it works pretty
well to keep it clean.
Another thing that can help is to put some kind of
thin rubber or plastic barrier between the fender's
dogleg and the rocker. These parts rub together while
driving and may cause corrosion over time.
