Has it run alright with these carbs before?

HIFs should be connected to an evaporation canister.  I can't picture
overflow pipes anywhere.    The lines connected to the canister can fill
with fuel and then fill up the canister if a float is full of fuel and does
not float.    Did you compare float weights cause it is very hard to tell
sometimes if a float is full if it doesn't have an air pocket to give you a
"Sloshing" sound.  They leak at the seams.  Very common for these carbs.
I've been fooled by this  twice.   And boy does it make a mess on the
driveway.

Are you using an original pump, 3 lbs or less?
