Charlie,
Dunlop's manufacturing tolerance is + or - 1/16" (that's .062") at the bead 
seat for both out of round and lateral. Interestingly, my Dunlop distributor 
periodically checks new wheels at random from his stock. Using a dial 
indicator with the wheel mounted on a spinning hub arrangement and the 
knockoff tightened down the worst out of true wheel he's seen in the last 15 
years was .017" out. He says most are out an average of .007" to .012". Not 
bad I'd say.
