Is the choke sticking on when used?, is the jet going all the way up as you 
lean the mixture, sometimes after a rebuild they are a little tight and even 
though you turn the adjustment they don't go up all the way to lean the 
mixture out.

Less likely but possible, wrong needle used in rebuild, week or wrong 
piston/dashpot springs.
