Yes you can upgrade all the lights to halogen with out making any  
upgrades to the system. If you have a BJ8 with the plastic lenses  
there may be an issue with heat and the plastic. But we have several  
people that are using them and have no problems.
We do now have some brighter dash light bulbs, and a halagon bulb for  
the turn signal warning light.
We also have a Zennon head light with a 20 watt halogen day time  
driving light

There is no reason for extra relays or higher fuses for any of these  
since the draw is still the same.  Also the headlights are never  
fused for saftey and the dash and tail lights are not originally  
fused either, We do recomend installing a inline fuse in the red wire  
off the headlight switch however to protect that circuit.
