I re-polarized the generator and polished the points on the regulator and now

Thanks to John Loftus, John Trifarri and Norman Nock for their help.  Sounds
like I might have ruined my brand new screw terminal regulator by not
polarizing the generator correctly.  I'll let you know how it turns out.

When first getting the car together I accidentally reversed the polarity of
the battery installing it with negative to ground.  The car started and ran
fine but I knew I should put it right and now after having driven the car for
a while with positive ground, the battery is not charging.  I checked the
generator and regulator per the workshop manual and both checked out OK.  I
took the car to a battery shop and they said I needed to remove the regulator
from the car to reverse its polarity and then reinstall it and it should
charge the battery.  Can someone tell me the exact procedure for polarizing
the regulator?
