The control valve is fitted on the pipe that comes out from the heater
element. There is an o-ring that prevents leaks from this connection between
the valve and the control valve connection. The control valve is, as you
say, screwed on to the control valve connection on the heater box top cover.
There is a washer, made from some soft metal that keeps this connection in
place, under the cover. The pipe on the heater element just goes through
this connection. This is made of aluminum and corrosion makes it stick to
the pipe. Try turning it gently, perhaps soak it in some rust dissolving
oil. It will come off eventually. Once it's loose you can remove the heater
element from the box top cover. The connection will stay on the cover.
