Ron,
 The black painted steel plates were original and fitted between the jute
underlay and the wood seat runner spacer strips. So to summarize from bare
steel floor we had black felt paper lamination, a jute type underlay, the
black painted steel strips, the wood spacer strips, and finally the seat
tracks.

The purpose I feel was to ensure the underlay material didn't interfere with
the travel of the runner and to stiffen up the area where the 3 holes went
through the floor and the sleeved nuts came up into the runner studs from
below.
