I guess my BJ8 must be different or the perspective is .. I can see the
bracket within the wheel arch (front of tire).. but then it does not extend
forward of the shroud and up to the bumper .. all I see is the front of the
shroud? Have I been cooped up too long?

I hope you did find the same picture which is an exploded to two pages on
22-23. The bumper brackets are visible there.
