These are not impeller pumps but diaphragm pumps. As they both tick away
I suspect that they are just full of dirt from the tank.
Dismantle, clean, check and rebuild and fit filters between tank and pumps.

seems ok, no leaks. no junk and the filter before the carbs is clean. Any
ideas.
