Yes, the water will get hotter the longer it stays in the block & the water
will get cooler the longer it stays in the radiator, therefore obviously
optimum heat transfer is more complicated that just faster flow vs slower
flow.

Disregarding the thermodynamics theories, if the coolant needs to stay in
the radiator longer to "get cool" , and this is a series circulation system,
then aren't you also keeping the water in the block longer to "get hot" ?
