Hi Michael,
It isn't bad filter design, it is a product of good design!
When the pump is a bit tired and has air in it, it can't make enough
pressure to overcome the filter's anti-drainback valve flap so will
not pump oil until you unwind it a fraction to release the air. Once
primed it will stay primed until next filter change.
There are a lot of filters out there with non-functioning drainback
valves, including some KnN designs. Looks like you found a good one.
