Solved by bypassing the old solenoid which was just being used as a pass
through and bolting the positive wire from the battery directly to the wire
from the High Torque starter.  In addition, replacing a new engine ground
and positive battery terminal.  One or all were the problem.  It was not the
starter locking out.  It was the power from the battery although it was
intermittent and hard to find.
