At wide open throttle the upshift points are controlled by the governor which 
is located on the trans output shaft.  The governor senses road speed.  The 
vacuum modulator and governor are always in constant battle to see who is 
going to control the upshift.  Sooooooo, at WOT there is no intake man. 
vacuum so therefore the governor controls the upshifts.   Hope this helps???  
  Governor flyweights are probably stuck or rusted up.     Tony G
