But what if block and/or crank were made as two seperate blocks / cranks by
the OEM, and the racer has had them permanently put-together-- say, by
welding--??

If the block is a single casting, and not 2 pieces mechanically attached to
one another, then it is one block. If the crankshaft is made as a V16 part
and not 2 cranks attached to each other then its one.
If we have two blocks bolted together and may be separated I would see it as
twin engine.

Good answer Rick. You guys are coming around at a pretty good clip. Two
engines bolted together is still two engines. A single casting for the block
and a one piece crank is a single engine. Be prepared to prove what
configuration your block/crank are.
