200 club stuff

I think that the big problem is that the rule isn't well publicized,
many that are attempting to join the 200 Club weren't advise of the
rules prior to setting a record over 200 MPH.

For this very reason I have had in the rulebook, iin at least two places in
the last couple of years a statement to the effect that 200 MPH club records
and minimums differ from the published SCTA-BNI records.
