*The following is from my notes taken during the meeting. The vote count is
my estimate as I have not yet received the official minutes. The facts are
only as accurate as my note taking so be forwarned! (I added in the verbatim
of the rules after the meeting)

*Bike 3B ran in APS-G (special construction partial streamlining 
gasoline). After running, the bodywork & number from bike 793B was installed
on bike 3B and it was run as bike 793B in APS-BF (special construction
partial streamlining  blown fuel).*

*The following rules were broken:*


*1.B ALL VEHICLES WILL RUN ONLY IN THE LOWEST PRIMARY CLASS/CATEGORY FOR
WHICH THEY ARE LEGAL. If an appropriate class exists, all vehicles will run
in that class. ONCE A VEHICLE HAS LEFT THE STARTING LINE, THE ENTRY NAME
AND CLASSIFICATION INFORMATION WILL NOT BE CHANGED.*

*(The capital lettering in rule 1.B are in the rule book, I did not add the
emphasis)*

*El Mirage Procedures *

*section V.C. Registered Vehicles Numbers of Classes Per Meet*

*"No such vehicle(s) shall be allowed to compete in more than one class in
any one meet and no engine or chassis will be allowed to run under more than
one entry or more than one class at any one meet."*

*Rule 1.B was broken when an N/A vehicle was run in a Blown class, (after a
blown vehicle was inspected using that number)*

*Rule V.C. was broken by running the vehicle in two different classes. *

*Additional items discussed*

*It was stated that no S.C.T.A. official was consulted about this problem.
The failure of the engine in 793B happened before the first day of a 2 day
event and no attempt was made to consult with officials over the next two
days of the event.*

*Coming into this final event, the original bike in question was in a 3-way
battle for the motorcycle points championship. The prize at stake, and the
atmosphere going into this final event was the battle for the motorcycle
points championship itself. As he did not set a record, the bike was not run
through certification. The only time the officials inspected 793B was at
initial tech and that bike was not the one that was run. It was discovered
after the event when someone noticed that the pictures of him in the
starting line had him on a "different" 793B than he had presented at tech.
This information was forwarded to the board.*

*It was communicated at the meeting that John Noonan admitted that he did
switch bikes as previously described but did not know it was against the
rules. He was aware it was going to be discussed at this meeting. John
Noonan was not present.*

*It was also communicated by some that they believed that there was no way
he could not have known what he was doing was against the rules. It is
common knowledge that you cannot switch classes at El Mirage like you can at
Bonneville and you certinly cant tech one vehicle then run a different one.
If you want to run 2 classes, then you have to bring 2 vehicles!*

*Penalty levied:*

*The 28 representatives from the 12 member clubs (not the SCTA board) made a
motion, seconded it, voted on and approved the following sanctions:*

*1. All points earned by the 3B & 793B entrants for the 2005 season will be
removed. The club points will be recalculated showing these entrants as
earning 0 points per event.*

*2. John Noonan will not be allowed to earn points at the May 2006 SCTA
meet. (How this will be policed was not specified. I ASSUME that any bike he
enters, owns or rides, regardless of entry number will get 0 pts).*

*Penalty #1 was passed by something like a 24 to 4 vote. *

*Penalty #2 was passed by something like a 22 to 6 vote.   *

*(These are my personal estimated vote count! The meeting minutes will have
the actual numbers, but these are close)*
*These were the ONLY 2 motions made with regard to this issue. There was no
motion made to allow the SDRC to keep the points. There were no motions made
proposing lesser penalties. All club reps, including the clubs affected were
able to make any motion they desired.*
