The voltage accross the IGN lamp is 12V,

Only when the lamp is fully lit as when the ignition is on but the
engine not turning. If the engine is running over 1500 RPM the
potential difference across the lamp is ZERO, or 0 volts. If the engine
is running around 1000 RPM and before the cut out opens, the lamp will
glow dimly as there's a potential difference across the lamp.
