Dan,

Both the tail light and the license plate lamp are fed from the same fuse, via
a red wire.  The left and the right sides are fused separately, but the front
and rear, each side, are on the same fuse.  I think you have a loose
connection in the red line somewhere.  The red wire runs from the fuse to the
trunk area, where there is a four way bullet connector.  From there, the wires
split to the tail lamp and to the license plate lamp.
