Engine speed is tied to road speed - since the engine is connected by a
direct mechanical link to the rear wheels - up hill, down hill, engine
running or not, if the car is in gear the engine will be turning at some
given R.P.M.  Chances are you are either suffering from an inaccurate tach
or speedo.
