I had this exact problem with my 71BGT and it wasn't caused by bad shocks
or leaky cylinders. It was either in the wheel cylinder or the master
cylinder. It was maybe 12-14 years ago when it happened so I don't remember
exactly which one it was. I'm thinking it was the master cylinder not fully
releasing.

Either way - you can replace all the rubber seals in both wheel cylinders
and the master cylinder for less than $20. Wheel cylinders are easy, master
cylinder may be more difficult.
