I think it was all computer controlled.  The organisers are the only ones
who claim to have seen it, but since it was due to travel down (or up?
seeing as it was supposed to represent the rotation of the earth) river at a
speed of over 600 mph it wouldn't have taken much to miss it.

TV-wise, the Sydney, Paris and Washington displays were better.  But I
understand that watchers on the Thames bridges, looking at several displays
one behind the other as they were, got a good view.
