Sure Smitty,

If you have an ohm meter, get the switch contacts connected to the meter and
actuate the swith lever. If you have no meter, use the switch in series with
a lamp and battery tension.
As seen in another comment the mechanics of the switch and how it is fitted
into the pedal cover is important. Have the switch well adjusted according
to the book, so the pedal arm rests against the switch.

Thanks for the tip.  I removed the wires from the brake switch and shorted
them out.  As soon as I did that the brake lights appeared.  At least now
the problem is isolated to the switch.  Is there anyway of finding out if
the switch itself is bad?
