Rule of thumb is original diameter plus .060". If the required value is
anything else it should be designated in sizeable numbers in the metal on
the outer face.
Unfortunately some shops (especially discount parts stores with a brake
lathe in the back) may regard the allowance as zero if it's not noted on
the part. I have had a few shops just refuse to turn these parts, even if
they were original size to begin with.
