You bench tested them correctly. When 12 volts is applied the pump
should jump to life. 

Ensure that you have the correct ground pump, the negative grnd had
black tape around the cover joint, positive had red tape. 

Take the tape off, if you are careful you can save the SU script tape
for reuse.

The power terminal has a nut (I think 4BA), unscrew the nut, remove the
terminal and the cap will come right off. 

Once the cap is off, use crocus cloth (great term that) to clean the
points.

Carefully ease the points apart and lay the cloth between them. A couple
of passes with the points closed should be all that is needed. Retest
and re-assemble if everything works ok.

Thanks to all who responded. I should have added a little more. I did
bench test all the pumps by using a 12v battery and connecting directly
and none worked. Is this the correct way to bench test one? Since this
is the first time in probably 15 years I have messed with an SU pump,
what is the proper cleaning method for the points (as I remember you
used a crocus cloth)?

Yep. Probably something very simple. 

I've run into a few of these myself when the pump has sat for too long. 

The points in these pumps are prone to oxidation if they sit for too
long. I came up with a theory that the anti corrosion wrapping paper
used in the original packaging may be out-gassing and making the problem
worse. 

The turnover in the UK is fast enough that the manufacturer doesn't see
the problem, but by the time they make it to the US and sit on a shelf
for a while the points may be getting contaminated enough to cause
problems. 

Burlen Fuel Systems seems to be aware enough of the problem that they
now include a note stating that removing the cap and cleaning the points
will not void the warranty. 

Check the pump on the bench, if it does not work, remove the end cap and
clean the points by passing a piece of fine emery cloth between them.
Recheck the pump and it should work fine.
