I've done it both ways and I wouldn't consider anything but powder coat if I
do it again.  Remember that PC is applied with electrostatic charge and is
baked on.  It goes places paint can't.  PC = better job, less work, small
difference in price if you're comparing multi coats of quality major brand
epoxy paint over a professionally sandblasted frame.
