[oletrucks] 216 valve adjust

I'm finally at the point of firing up the restored 216 after a complete motor 
rebuild.  The heads are on etc.  I'm receiving a lot of contradictory advice 
as to a procedure to adjust the valves both cold, in order to get the engine 
running, and after the engine has been started and run.  Appreciate any 
suggestions.
