Hi  You Seem to have done well on your dimension checks I am sure the .020 was
a typo, but what I think you are running into is what we call oil ring
interferance. Some ring sets come with a flat wavy ring , called an oil ring
expander, this cannot be used in all engines as the grove has to be deepened.
If you have installed the oil ring correctly[make sure none of ends are at the
same place and normal expander is butted and not overlapped take a large
radiator type clamp and put it on oil ring, compress it to see if it
compresses to less than the bore size, this can now be measured with your
caliper subtracting the double thickness of your clamp. Good Luck
