My opinion, I'd flush it anyway, if the valve will move easily.  Went
through something similar with my last house, and flushing didn't seem to
hurt anything.  And it did seem to help the noise (although not eliminate it
entirely).

The tank started to leak a few years later, but the leak was at the top.  It
literally was spraying up the vent, so the first place I saw water was
dripping off the roof!
