The only thing that will cause the car to obviously weave from side to side at a
walking pace is a separated belt in a tire. If the whole car wobbles (via the
seat
of your pants), but the steering wheel is not pulling out of your hands, it is a
rear tire. If the wheel rocks back and forth slowly in time with the car, it
is a
front tire.
Jack up the rears (likely in this case) and rotate the tires slowly while you
look
across the tread from the front or rear, whichever is easier. You should see a
bubble or bulge in the tread and possibly lower sidewall.
You would hear irregular grinding at low speeds if the lugs are loose, and the
shaking would not be as even. Other suspension components will not show
malfunction
symptoms at a walking pace unless they are ready to fall off the car.
