Scott,
Probably the same thing that causes my Spit's horn to blow at times when
I don't want it to.  After analyzing the problem, I have determined that
the contacts in the steering column are being grounded when I pull on
the top of the steering wheel.  It doesn't do it on any other place but
there.  

So my best guess is that the contact ring is bent or misaligned and at
that point and when I pull on the wheel, there is sufficient play in the
shaft to allow the ring to ground out.  It does it even with the wiper
contact removed.

The problem is not serious enough to worry about so I haven't taken the
time to try and solve it.  I've been too busy looking for doors and
other more important stuff.

Perhaps yours has displayed similar symptoms.
