Commision Numbers

Hi All - I went to look at a comatose 1500 today.  Aside from all the
little things it needed, there was an apparent discrepency on the
numbers.  The plate on the car said 
FM96960     UO

The registration paperwork said:

FM09696UO

Anything to this?  I don't think this is the car for me anyway, but I
would like to know how to read the numbers.
