Doug it is a coil of wire that essentially is a replaceable thread. 
When a hole is stripped out, it can be overdrilled to the appropriate
size, threaded and the helicoil is inserted with a special tool and the
end piece is then broken off. 

The result is a renewed thread of the same size as the original.

It works especially well on aluminum because the new threads are steel
and will not strip as readily as aluminum (or other soft metals).
