that is a time-to-fail box tied to the speedo which was to tell you how long
the smog parts were to last.  I replaced the speedo cables and box (which
was u/s anyway) with a '73 spit speedo cable which runs uninterrupted from
the trans to the speedo. Helped clean up the firewall too.  Kept the
original junk to give to the next enthusiast with more money than sense
