This fitting can indeed rust pretty solidly. I would soak in liquid
wrench for a couple of days, and tap the fitting with a hammer every once
in a while.
I don't know what kind of head it is, but if you find a box end wrench to
fit, you can slide it over the fuel line after you disconnect the other
end. Hit the wrench with a hammer, but be carefull not to strip it.
