Yes, Tyson--where there is a hole you should weld a patch in, grind it smooth,
then skin a thin layer of filler over that and sand very smooth in long even
strokes.  Anytime you use filler you should have solid metal behind it.  NEVER
fill a hole with filler.  It is porous and even a pinhole behind it will
eventually absorb moisture and start a rust situation under the filler and
paint.

The rust where there is no hole should be sanded or ground off--if the metal
is pitted or roughed by the sanding you may use a thin skin of filler to
smooth it up.  But by all means either remove or neutralize the
rust==preferable remove.
