I checked with DMV in North Carolina.
Basically you pay an extra $10.00 a year and all you get for it is a 
plate that says ANTIQUE AUTO on it. No restrictions No benefits.

<<Hello Peter,

A vehicle 35-49 years old can display an Antique license
plate issued from this Division.  Liability insurance has to
be continuous, the vehicle will have to pass inspection, and
the license plate must be renewed each year.  The plate fee
is $10.00 in addition to regular license plate fee.
You can also display a license plate of the year the vehicle
was manufactured.  (Example: if your vehicle is a 1955 year
model, you can display on the rear of the vehicle a 1955 NC
license plate)
You have to have a regular license plate issued for this
vehicle by this Division and keep the plate within the
vehicle to be produced at any given time.
