Allen,

My turn signals on my 76 did not work when I bought it. My flasher worked,
power to the turn signal flasher, but to turn signals.  The turn signal
flasher was bad.  Replaced the turn signal flasher, no problem.

If you have power to the cigar lighter, either the ground is no good or the
cigar lighter case is not allowing to complete the ground.
