It is going to be my guess that on a 48 state car, you could get away with a
points type distributor if you wanted to.  '75 was a very hodge podge year
for Midgets, as I have seen RB 75's with 1275 engines, and CB cars with
1500's.  Just make sure there isn't a ledgible decal under the hood telling
the inspector what to look for.  So long as vacuum canisters are in place,
ZS carb with auto choke, exhaust air injection & pump, EGR, and timing set
per spec, it should pass.  The $300 smog impact fee was repealed, so no
worry there. EGR valves are NOS, they can be rebuilt, but the quote I got
was $200.  I found a used one, passed smog check, and then immediately
disconnected it.  After 20 years, the rubber diaphragm inside of them
disintegrates.
