If you rebuilt everything, and replaced the flex hoses and drained and 
refilled the system with new brake fluid, the only thing left is to bleed til 
you drop.  Which brake fluid did you use?  If it was DOT3, that may be the 
problem.  DOT5 (silicone) is also slightly compressible, so it won't give you 
as hard a pedal.

If you just rebuilt the calipers/cylinders (did '63s have disks in front?), 
then it could be the flex hoses flexing when they shouldn't.  Replace them 
with a set of braided hoses.  Last possibility is a bad master cylinder.  
Even a newly rebuilt one can be bad.
