Frank, I'm sure you'll find the problem here, but my guess it that the pump has a diaphragm problem. This is rare as they are a really tough material. It could be that it is partially stuck or gummed up and not getting it's full travel, resulting in partial pumping. Fully primed, it works; any air at all and it won't pump.
