Check that you did not mix up the pedal push rods between clutch and
brake. They are (or were) adjusted accordingly for each bore of the
master. An easy fix would be to just swap the rods and see if it makes a
difference.
The rods keep the master pistons from moving too far or not far enough
and will cause either a rock hard brake pedal with locked up brakes or
no brakes.
Same with the clutch, if the rod is not perfect, you have a car that
either creeps when the pedal is fully depressed or not enough pressure
to move the slave rod.
