Phosphoric acid works well and fast for this type of new surface rust.  
Available
at nearly all auto parts stores, NAPA, Home Depot, Lowes, etc. on a Saturday or
Sunday.  You can also get primer/sealer/etching in pressure cans at some of the
same places
